Description

To make it easier to pick and choose what review findings you might want to have fixed, number the findings when listing them. That way you could say "fix all except 3 and 4" or "fix only 2, 5, and 6".

Cluster: review output — stable IDs, single file, numbered findings (tracked together with #179, #180, #194)

Problem. The gated review panel is Wingspan's headline, but findings have no stable IDs, are spread across multiple files, and aren't numbered — the live demo reads messy.

Proposal. Consolidate all agent findings into one numbered file with stable FINDING-NN IDs that survive re-runs. Ship the three issues as one cluster.

Acceptance criteria.

• One consolidated review file per run.
• Every finding has a stable ID and sequential number.
• Fix commits reference the IDs.
