#145
build/references/review-agent-instructions.md and hotfix/references/review-agent-instructions.md differ only in the output directory (docs/reviews/ vs docs/hotfix-review/).
Fix: Single shared file with a <REPORT_DIR> placeholder, or just inline the single differing path in each SKILL.md and share the template. Saves ~570 bytes.
