User Story

As a veteran looking for a role
I want an opt-in "open to work" signal and target role on my public profile
So that recruiters know I'm available and what I'm aiming for

Acceptance Criteria

• Opt-in "Open to work" toggle in profile settings (default off)
• Target-role field (reuse existing User.title if it fits; otherwise add a field)
• When enabled, the public profile shows an "Open to work" badge + a literal CTA (e.g. "Hire me")
• When disabled, no signal renders
