Overview
Updates backend/packages.json to move VirtoCommerce.SqlQueries from GithubReleases to the AzureBlob source and bump it to the 3.1002.0 packaged zip.

Also includes minor JSON formatting/whitespace adjustments (including EOF newline normalization).
