Overview
Switches the VirtoCommerce.ProfileExperienceApiModule entry in backend/packages.json from a PR-specific blob (3.1006.0-pr-134-3740.zip) to the release artifact (3.1006.0.zip).

Also includes minor JSON formatting/whitespace normalization (and keeps the file without a trailing newline).
