Overview
Bumps the VirtoCommerce platform reference in backend/packages.json from a PR-specific 3.1027.0-* build to the released 3.1028.0 (both PlatformVersion and PlatformImageTag).

Also applies minor JSON formatting/whitespace normalization (no module list/version changes beyond the platform tag update).
