Overview
Updates backend/packages.json to move VirtoCommerce.Notifications from GithubReleases (version 3.1005.0) to the AzureBlob source and bumps it to blob package 3.1006.0.

Also includes minor JSON formatting/whitespace cleanup (including trailing newline removal).
