Updates backend/packages.json so the Azure Blob source for VirtoCommerce.Catalog uses the stable package VirtoCommerce.Catalog_3.1033.0.zip instead of the prerelease blob VirtoCommerce.Catalog_3.1033.0-pr-896-4570.zip.

The Catalog entry is reordered in the Azure Modules list (after BackupRestore). The rest of the diff is JSON formatting only (whitespace, indentation, EOF newline).
