Remove legacy build workflows and update CI

Deleted the 'build-and-sign-sequential.yml' and 'build-installer.yml' workflows, consolidating build logic. Updated 'ci-validation.yml' to 'Build Virtual Display Driver', now building both x64 and ARM64 VDD in matrix jobs and uploading artifacts, streamlining CI for pull requests and manual runs.
