chore: restore release baseline workspace versions

Release CI runs rush install before apply-prerelease-version.

The branch mixed 1.0.41 and 1.0.45 workspace specifiers.

Rush check failed before the workflow could rewrite prerelease versions.

Constraint: Do not move alpha versioning into coding-stage changes.

Rejected: Modify release.yml | workflow already owns prerelease rewriting.

Confidence: high

Scope-risk: narrow

Directive: Keep checked-in workspace specifiers aligned with version-policies baseline.

Tested: rush check --verbose

Tested: node common/scripts/install-run-rush.js install --bypass-policy

Not-tested: release.yml publish path; it would publish packages.
