Upgrade NestJS and related dependencies to v11 (#336)

* Upgrade NestJS and related dependencies to v11 Updated NestJS packages and related dependencies to version 11 in package.json and package-lock.json. Adjusted code in builds.controller.ts and api-file.decorator.ts for compatibility with the new major version.
