Promotes the unshipped public API surface to shipped for v1.1.0 and bumps

PublicAPI.Unshipped.txtwas folded into its siblingPublicAPI.Shipped.txtand reset to the#nullable enableheader. Merge this so the next development cycle starts from a clean unshipped surface and package validation compares against the release that just shipped.
