Initial addition of indexed tools. `check-urls` tool is working. Others are in-progress.
`coordinate-precision` now functioning
`minify-geojson` is now working
`update-url` now working
`remove-missing-tiles` is now working
Add indexed datasets tools to README and add `indexed-datasets.md`.

Migrated indexed dataset tools from the
geodata-processingrepository.See README and
docs/indexed-datasets.mdfor new command and sub-commands.I could use some help testing to make sure everything goes as expected, including how to update previous installation.
