dataset view pages:

• moves action buttons (download, api, edit resource) to left side of container
• places buttons on top of resource title
• adjusts padding between action buttons, resource title, resource URL
• prevents page count and search bar from occupying the same visual space
• reorders table tools so the "Show X entries" pulldown sits on top of the "Showing 1 to X..." text
• widens search bar to cover the full width of the datatable container
• moves search bar to be in line with other elements on left border
• pagination no longer covers title and sort info at footer of resource

other (non-mobile):

• hovering over available dataset types now has black text
