Introduce a deliberately small Buck2 slice for running few C, Rust, and AssemblyScript wai Preview 1 tests with Wasmtime through the existing python test runner. This keeps the PR focused on testing the direction and starting discussion, without attempting a broad test-suite refactor just yet.
