💭 `README` local compilation instructions

Per #13, I'm pretty sure the boilerplate "Prerequisites" section is out of date or maybe not as applicable? Definitely not a website design expert, but ideally we can get this working with the latest hardware/software things. 🙏 Also, might we discuss preferred editing practices?¹

I'm fairly partial to keeping as much as possible within the realm of the edit button for accessibility

Based on today's meeting, this should also include some basic primitives on .codespace configuration, change requests, and extensions. It seems like more users could best contribute/join/ideate with a primarily web-based interface, as downloading things adds a point of friction. Notwithstanding, I still think a small section detailing options would help, albeit advanced users likely understand these processes already.
