Update Package.swift to swift tools version 5.9

What It Does

• Updated the Swift tools version at the top of Package.swift from 5.3 to 5.9 to require a newer Swift toolchain.

How I Tested

• Made the fork and tried adding the package in Xcode and saw that it resolved

Notes

• I needed to do this so I could use this package in Xcode 26

Since the repo disabled the Issues and Wiki there's no place to post (?) sorry. I was wondering, I see activity in this repo, people forking making updates, commits, PRs etc. But no new app store release since >3 years. We deploy WireGuard via Apple Business Manager so it can be managed via our MDM. Does anyone know why the Apple variant of WireGuard receives no maintenance?
