Describe list of commands

We need to describe CLI interface and actions we will rely to crispy-cli

Here are my thoughts about this:

I believe we can start from migrations command and implement something like this first
crispy-cli migrations add -> add new migration in migrations repo
crispy-cli migrations publish -> add migration through API into Mysql database

but we still need to figure out how to integrate it into already implemented libraries
