Build/Test Tools: Bump bundled Gutenberg to 0e198c7 for HEIC canvas fallback.

The HEIC canvas fallback feature depends on the client-side media
processing code in this Gutenberg build, so pin the sha used by the
GHCR download tooling to the latest trunk build that contains it.
