High Level Overview of Change
We have a spec change for dynamic MPT disallowing clear mutable flags.
Context of Change
tmfMPTClearmutable flags are removed. Because we only allow the issuance flags being enabled once if they were set as mutable during issuance, and then they will remain immutable.tmfMPTClearmutable flags are removed, the bit value fortmfMPTSetmutable flags are updated.CanMutateflags are renamed toCanEnableType of Change
