The OSSRH service that we were using to publish the Java SDK is now EOL. See details here: https://central.sonatype.org/news/20250326_ossrh_sunset/
This PR updates the pipeline to use the ossrh staging API which provides a compatible way to continue publishing.
I've left
publishing_typeasuser_managedinstead ofautomaticso that we can verify the process works. We might want to change it toautomaticlater.
