All the required packages are actually included in semantic-release, and the docs recommend not installing the plugins manually
Also remove git as per documentation recommendations

Description
Create releases as draft so that we can review the notes, and the next workflow will get triggered (it can't be triggered from another workflow using the same token).
Also removed dependancies not required to be installed.
