[utils] [housekeeping] audit `packages/utils` to see which utilities are available via reliable third party packages

Lots of the utilities where written in (at least mild) haste. Some, like `debounce` I know have implementations in third party libraries like `lodash` but I want to audit all of them and if there are clearly better alternatives, I want to adopt them!
