Enable license detection for "private" licenses

ScanCode detects the licenses based on rules for licenses that are available in the ScanCode LicenseDB. Some organizations want to extend ScanCode license detection to include licenses without adding them to SCTK directly. One example is proprietary licenses that are not public.

This project would include a combination of new tools for adding and maintaining license detection rules and metadata and changes to ScanCode Toolkit to recognize the private rules and include them in the generation of license detection indices.
