Add the VCS Collector importer

Instead of running a pipeline for every repository URL, we should run this pipeline using a GitHub Action and import the results into VulnerableCode to save bandwidth and pipeline time.

Using this mirror, we can now import this data (fix commits, issues, and PRs).
