Improve Streamlit map tooltip layout and interactions

Summary

• restyle project and system tooltips to use project names, horizontal cards, and hierarchy without exposing internal IDs
• add community icon labels with PV/BESS emoji indicators and prepare records with unique IDs for interactive behavior
• replace the default pydeck tooltip with a custom deck.gl component that supports click-to-pin tooltips and revised guidance text on the map
