Modifies awards pages to document the new Senior Awards Process to the best of current ability. Key changes: single nomination statement, criteria to suggest structure to that statement, and prospective supporters rather than up-front letter writers. Added a "guidelines" page to consolidate some advice and the content on the awards process/structure.

Content may evolve slightly when we consider the HotCRP submission form and whether/how it should be modified to reflect the new process, and/or when the senior awards chair chimes in.

Some spacing fixes thrown in. Thanks, Claude (only slightly sarcastic).

Defines a single source for the senior-awards nomination package
(five-item list, nomination cap, supporter expectations under the
new email Q&A model). Senior award pages and the guidelines page
will invoke this shortcode so the same content lives in one file.

Adds /awards/guidelines/ as the central nominator handbook. Contains
general principles for writing strong nominations, the package shape
for each SIGSOFT people award (senior, dissertation, ECR, Anger,
Impact Paper), shared eligibility rules, and pointers to per-award
evaluation criteria. The senior-awards subsection invokes the
senior-package shortcode added in the previous commit.

Switches the three senior-award links from www2.sigsoft.org to
internal Hugo paths so visitors land on the local pages. Replaces
the inline "Shared Nomination Requirements and eligibility" section
with a short pointer to /awards/guidelines/, since that page now
carries the package contents and eligibility rules. Deadlines,
benefits, committee leadership, contacts, and the past-recipients
pointer stay.

Each of Outstanding Research, Distinguished Service, and Influential
Educator now carries an Evaluation criteria section with bulleted
per-award axes (research impact / practical impact / innovation;
community leadership / community infrastructure / scope and reach;
direct educational contributions / educational materials / mentorship)
and a Nomination package section that invokes the senior-package
shortcode. Pages also gain a short header pointing to the guidelines
page for general advice. Recipient lists and committee rosters stay
intact.

Both pages point to /awards/guidelines/ for general nomination
advice. The ECR page additionally links to the existing SIGSOFT ECR
Award FAQ on Medium for context.

The inline package enumerations on these pages now live on the
guidelines page. Replace each with a short pointer to
/awards/guidelines/. Award context (Anger's cross-disciplinary
mission and biography; Impact Paper's eligibility window, FSE
keynote, and recipient history) stays in place.

- Drop senior-nomination cap from the shortcode.
- Cut the "What supporters can expect" section from guidelines (the
  senior expectation was already in the senior-package shortcode;
  junior letter expectations are implicit in the junior package
  subsection).
- Fix typos: paragrph -> paragraph, widley -> widely, "competent
  software engineering research" -> "researcher".
- Remove the duplicate eligibility sentence on the Anger page.
- Lowercase "service" mid-sentence in the Distinguished Service
  evaluation criteria intro.
- Correct "Distinguished Volunteer Certificate" name on the landing
  page.
- Point the dissertation page at the guidelines page instead of the
  outdated "main awards page" reference for shared package details.
