Pull Request Overview
This PR migrates resources and impact projects content to address issue #87, adding several new markdown files for SIGSOFT resources and documentation. The migration includes both resource materials for authors and the Impact Project documentation.
Key changes:
- Added comprehensive resources documentation including author guidance and project information

- Updated navigation menu to include new resources and impact project sections
