Binary support

Does this support bundling binaries as part of the immutable GitHub Action? This would be great but there would need to be some consideration given to multi-platform support; maybe a dir structure or a layer patch config.

Maybe the platform attribute can be reused.

One use-case:
codeql and its GitHub action does not support Linux ARM (beside the public availability) so downloading the action should fail instead of try to run the action.
