Do aem cif core components work with aem-sdk-api if uber-jar is not present as dependency in pom file?

The Readme documentation says the aem-core-cif-components project relies on Uber-jar:

Does this mean we need to have both aem-sdk-api and uber-jar in pom.xml if we plan to use aem core cif components in AEM as a cloud service.?
