Show forum create action on accepted suggestions

Summary

• show Approve & Create for accepted forum_creation suggestion cards
• keep existing status controls so accepted forum requests can still be reversed/deferred if needed

• converted the three existing accepted forum-request suggestions in the Adanim database to forum_creation and populated forum_spec_json
