Process UFS dataset in as close as possible to CM4 ocean pre-processing with a few exceptions. Mainly being the daily time averaging vs the current 5-day mean for CM4's ocean datasets. Other dataset specific things needed include nearest-neighbor filling for a few variables that have a few random NaNs (mostly wind stress).
