Describe the issue

i've changed the /wp-admin entry for wp admin to /something, to avoid some bots and attackers ( in some ways.. )
after that i can't update wordpress core to 7.0, maybe the connector isn't updated or this issue?

That would have nothing to do with Panopticon since it uses the WordPress JSON API (/wp-json), not your administration interface.

I suspect that while you think you only changed the wp-admin access, you may have accidentally overstepped into disabling access to wp-json as well. Or, maybe, the solution you are using accidentally disables wp-json as well. This is a common theme with plugins in both WordPress and Joomla: their developers focus on the one thing the plugin does, rarely testing whether it affects the JSON API very few people knowingly use.
