There are several Python modules that deal with the problem of control. These seem like the best:

http://python-control.sourceforge.net (This one looks quite mature)
http://www.cds.caltech.edu/~murray/wiki/index.php/Control_Systems_Library_for_Python (This actually requires the previous one, and hence extends it)
