I had the same issues, and just redid all the process. Bot permissions was set currectly on discord. Bot was working fine when running on windows, but on a docker (docker-compose), it was having issues. Reinstalled everything, deleted all the images, settings, and used the following docker-compose:

- RPP_DISCORD_CLIENT_ID=CLIENT_ID

image: ghcr.io/alexemanuelol/rustplusplus:master

BOT is now running smoothly again.

I also installed it on windows, just to try, and it works. The main issue seems to be related with discord permissions, because despite having the right permissions on my first attempts, it all started working magically after setting up the permissions and redoing everything.
