fix(report): Remove generic "Impact if not fixed" section

SESSION 113: The section showed the same generic message for all issues:
"May contribute to technical debt. Consider addressing during regular maintenance."

This provides no value to users. The Risk Assessment section already
provides actionable context about each issue's importance.
