Expand matplotlib circuit visualization with plotly

A recent (in progress, but finished soon) PR will support graphic circuit visualizations using matplotlib. The proposed PR here will introduce a new framework that expands on this using plotly, to offer interactive visualizations for Circuits.

This is one of our more open ended requests, and the final product may or may not be merged into the main branch.
