Errors when supporting modules are not installed

Describe the bug
Code errors when supporting modules aren't loaded or installed.

e.g. Get-FilteredChildItem function is used from Cofl.Util which when not installed gives a sea of red.

Expected behaviour
Any supported modules should be checked and loaded before test execution

Installing the modules makes the problem go away. Need to add dependency checks for all the modules PSQualityCheck depends on.
