Localization js updates

Purpose / Description

• bumps yarn for tools/localization
• bumps every single dependency to current in tools/localization

Fixes

• Obsoletes build(deps-dev): bump @eslint/js from 9.39.2 to 10.0.1 in /tools/localization #20313
• Obsoletes build(deps): bump typescript from 5.9.3 to 6.0.2 in /tools/localization #20627
• Obsoletes chore(deps): bump axios from 1.13.6 to 1.15.0 in /tools/localization #20726
• Obsoletes chore(deps): bump the non-breaking group across 1 directory with 10 updates #20735

Approach

git co dependency-updates
git reset --hard upstream/dependency-updates
yarn
yarn set version 4.13.0
yarn upgrade-interactive (and select all current versions for everything)

How Has This Been Tested?

yarn test && yarn build && yarn checkformat && yarn lint
also CI will look, and I will do a strings update post merge to verify it works
