I managed to replicate the actual issue locally; it seems sharded repodata in mamba (which landed a week ago) breaks the package resolution here, somehow. https://github.com/mamba-org/mamba/releases/tag/2.6.0

I will fix the Windows builds separately. I think that is actions/runner-images#13638 and I need to (1) update the VS version (2) tell CMake to target an older Windows toolchain (https://cmake.org/cmake/help/latest/variable/CMAKE_GENERATOR_TOOLSET.html)
