[C++] Deprecate Feather reader and writer

Describe the enhancement requested

This was discussed on the ML and there was a general agreement that deprecating both the Feather reader and writer is reasonable.

The actual API removal can be differentiated: the writer may be removed in version N +1 (24.0.0?) while we could wait a bit longer to remove the reader (28.0.0?).
