I'm testing #35814. Changes won't be effective because .github/ changes are not picked up for PR runs. I'm running with workflow_dispatch trigger there

Hi @tomstepp, I've come across this recently. The workflow changes that has pull_request_target is not reflected in the PR as it runs against beam master branch unless someone who has permissions
