[Bug]: Python directrunner throws assertionerror with GroupIntoBatches+assert_that

What happened?

import apache_beam as beam
from apache_beam.testing.util import assert_that, equal_to

with beam.Pipeline() as p:
    output_titles = (
        p
        | "Create input" >> beam.Create([(0,0)])
        | "Batch in groups" >> beam.GroupIntoBatches(5)
        )
    assert_that(output_titles, equal_to([(0, [0])]))

The above pipeline throws:

This is with beam 2.69. I think current versions of beam you'll need to specify the direct bundle runner

I did a little print debugging and it looks like we advance the watermark to inf for the _GroupByKeyOnly transform before we actually start processing any elements. The directrunner is a bit complex so I got lost from there trying to figure out where this might be happening

Could you try to run it on prism?

I verified that prism can successfully run the above pipeline.
