Upgrade GCP Libraries BOM to 26.85.0

This PR was created by automation. It upgrades the Google Cloud Platform Libraries BOM from 26.83.0 to 26.85.0 and updates Netty, gRPC, Arrow, Gax, Protobuf, and OpenTelemetry versions to match.

I think the Google mirrors haven't fully sync for the dependencies so they are missing for 26.85. We just happened to catch a new version that came out late yesterday 7/7. We should be able to wait a few more hours and retry the checks.
