Removing the use of "current time" makes sense, and fixes an existing bug. But at a very quick glance, it seems like the code maybe would benefit from a timestamp policy. Potentially leaving in the timestamp parameter could make sense, since the effective timestamp would be computed by the caller.

Up to you, and it can always be changed later if it matters. Approving.
