Update Cloudstack and Terraform versions in acceptance workflow

Addressing #189

I think this is all that needs to be done.
Our DEV environment and soon PROD Cloudstack will need 4.20.1.0 and I am bumping OpenTofu and Terraform to the last 2 releases.

Currently looking into why the tests are failing on versions that are not 4.18.2.1

@ianc769 I've been doing some testing with my fork on this and added some extra logging for curl commands and checking variables...etc to see why workflows are failing.

The issue that came up was this:

Fetching user ID...
curl: (22) The requested URL returned error: 401

Debugging why currently...

Nice thats perfect! Ill check it out, I got to deploying on my dev laptop the different versions and was investigating how the containers got built but that as far as I went. I can test with my other PR's, if your changes work then we can close this PR as the goal was to hit the new versions of cloudstack and OpenTofu/Terraform 👍
