@CodeBleu individuals added as collaborators are basically non-committers who are given a triage role as explained in https://github.com/apache/infrastructure-asfyaml/blob/main/README.md#assigning-the-github-triage-role-to-external-collaborators.
If you already are a committer, then you automatically get triage rights.
