Release DataFusion-Python 47.0.0

In preparation for releasing 47.0.0 I would like to track the progress of these PRs:

• feat: add user defined table function support #1113
• Move the udf module to user_defined #1112
• Partial fix for 1078: Enhance DataFrame Formatter Configuration with Memory and Display Controls #1119
• feat: add missing PyLogicalPlan to_variant #1085

Also blocking is this regression on main #1116

In particular I am looking for feedback on #1112 since it is a breaking change. It does have deprecation warnings, and will continue to work until we remove the old module.

If we do not merge in #1112 then we at least need to make a different PR that includes the documentation changes so the site will build without issues and render properly.
