Set up Iceberg-cpp website

Having a website will make it easier for newcomers to get up to speed on Iceberg-cpp. and we can host the current capabilities and give examples of how to use Iceberg-cpp.

• Decide on a framework that's native to cpp
• Do the plumbing on publishing the website using GitHub pages and make it work with the ASF infra. The CI of PyIceberg might give some inspiration, also the gh-pages might give some insights including the CNAME file.
• Would be nice to generate some documentation from the code etc.

Doxygen works but isn't very pretty (though you can theme it). I don't think anything else handles API docs very well though.

Seems like a problem with the certificate:
Your browser expects a certificate for cpp.iceberg.apache.org.
The server presents a certificate for *.github.io instead.
