Motivation
Align scalafmt version with other pekko sub-projects for consistency across the ecosystem.
Modification
Upgrade scalafmt version in
.scalafmt.conffrom3.9.3to3.11.1.Result
pekko-samples uses the same scalafmt version as all other pekko projects.
